Oregon 1933. Tra gli hobos, i vagabondi senza lavoro che si spostano da uno Stato all'altro durante la Grande Depressione, salendo clandestinamente sui treni merci, c'è il Numero 1, detto "imperatore del Nord" per lo scaltro talento con cui sfugge ai guardiani ferroviari pronti a gettare i clandestini dal treno in corsa. E c'è, sulla linea 19, Shack, sadico e implacabile conduttore che agli hobos fa una lotta spietata. Tra i due s'ingaggia una lotta privata che ha un epilogo tragico...
